Updated: Reorganization Announced at DOH


Some people are out and others moved to other positions.  The memo that went out today was signed by Dr. Catherine Torres so she is still at DOH but that can change. We will get everyone up-to-date this weekend.  Enjoy your Friday because I am even though not all of the changes were not so popular like the departure of Chief Medical Officer Dr. Erin Bouquin.  Dr. Bouquin appears to be the latest victim of Cabinet Secretary Dr. Catherine Torres' morally and ethically bankrupt ways


We are proud of you Dr. Bouquin! You represent everything that is right with DOH. Thank you for your hard work and dedication. The good employees at DOH support you 100%.

I know not everyone got the memo so here it is.  Sorry it took a while to get this scanned in but all technical issues have been remedied.

  1. Dr Wally Vette and Dr Erin Bouquin were forced to resign today. Jim Green will be overseeing programs (i.e., taking over what Wally Vette did) in Public Health Division, Epidemiology and Response Division, etc. Interestingly, the memo today said nothing about Drs Vette and Bouquin! They are just disappeared... desaparecidos! !Los Desaparecidos de DOH! Instead, a new Chief Medical Officer was casually announced. As if Dr Bouquin never was there. She was too competent, too professional, and too concerned about the health of New Mexicans, especially the New Mexicans with the greatest need for health and health services!

    1. That really sums it up. Losing Dr. Bouquin was a huge. I hope she left on her own terms. No one would fault her for not wanting to put up with Terrible Torres. Hopefully, she knew before the memo went out this time. She will be missed.

    2. Dr Bouquin did not leave on her own terms. On Thursday afternoon she was meeting with people and making plans for the future. On Friday morning there was a new Chief Medical Officer in place. The ostensible reason was an interview she gave to the press earlier in the week about sexually transmitted infections. But they must have had the new CMO waiting in the wings for some time...

    3. Dr. Bouquin made the mistake of caring about our NM clients. She thought she was here to serve the citizens of NM. Crazy Cathy hated her for it. How dare she put the citizenry first! She forgot this is all about Crazy Cathy and her narcissistic personality disorder. Dr. Bouquin you will be missed.

    1. I heard the standard company line that he is on administrative leave due to a confidential human resources issue. That means he is probably getting fired. I don't ever trust Crazy Cathy's decision making skills, except in this case. Paul Dulin is arrogant and only likes to work on things that feed his giant ego. I'm glad he was in Las Cruces and not up here in Santa Fe. If he was he would surely be part of the Circle of Trash. Good riddance.

    3. Circle of trash?? Haha that sums it up best! maybe the circle along with crazy cathy should put as much effort into their work and positions as they do into gossiping and eating all day, the department would get better and the work environment would be tolerable.

I heard that arrogant Paul Dulin and his right hand Barbara Garza Lujan were implicated in a law suit, they both got thier butts handed to them, I sure would like to know what happened and who was the brave soul to stand up against these fools. Anyone knows? I guess its true what they say, What goes around, Does come back around.

  3. This is an attempt by Torres to buy more time. When it became obvious to others that things are not going well you blame others, reorganize, and reinvent yourself. Well good luck there Catherine only problem is you are still crazy. And crazy is as crazy does! Tick..tick...tick. Time is on our side now.

  5. Sounds like Jim is going by the waste side too. What and who is this Brad guy? Is he the one firing everyone? Must be Crazy Cathy's new alliance. We need to find out more about him because what i found was he was fired in Roswell from a hospital and Mr. Gardner wants him as Secretary. Crazy little man with strange hair but just evil and mean looking. Everything up here can change on a dime but not an improvement.

    1. Your sources are good. Bradley has the typical "Little Man Complex"; A condition whereby undersized men compensate for their smallness by physically asserting their presence. The hairpiece and dye job are laughable. He is a snake and will do Catherine Torres' evil bidding. Never trust him, he has no morals! He is small minded and as corrupt as the rest of Torres' team.

  6. This change is too little too late. The problem is still at DOH. Green and Vette were a part of the problem, a small part of the problem. Dr. Torres is still the main problem. She enables people to misbehave, intimate and retaliate against good and hard-working DOH employees, and destroy an amazing public resource. Getting rid of Dr Bouquin would seem to have negative impact at DOH. Not sure how getting rid the most dedicated senior person will improve DOH.

    Seems to me Dr. Bouquin would have made a good Cabinet Secretary. Perhaps Torres felt threatened by her?
    Is Keith Gardner buying time for Torres or preparing for Torres' departure? Let's be honest, Susana isn't pulling the strings because she seems too have too much integrity to allow this circus to continue. If not, then we elected someone who we thought was something she isn't.

  9. This reorganization is crazy, I guess desperate times call for desperate measures. Jim Green lacks the qualifications to manage DOH programs. Won't mismanaging the bulk of DOH programs and performing the duties of CFO be a conflict of interest?

    KOATV had Dr. Bouquin on this afternoon, she believes she was fired for the STD interview last week. NMDOH claims it was just a reorganization decision and they are consolidating positions. Let's see Dr Bouquin was replaced by Dr Adams, Deputy Secretary Vette was replaced by Jim Green,and Jim Green was replaced by Brad McGrath. Doesn't add up to a consolidation!

    So Torres gets rid of a vital young family practice physician for advocating for safe sex. Torres then replaces Dr. Bouquin with an OBGYN in his 70s. Keep the defibrulator charged!

    JP, MAKE NO MISTAKE that Susana is behind all of the changes that are occurring to state employees in general. Her mission is to get rid of as many state employees as possible and replace our functions with private enterprise contractors, diminish our pension plans, make our workplaces as family-unfriendly as possible by eliminating flex-time. She is not alone in this quest: note what has been happening in Wisconsin, Michigan, Ohio. She meets with these governors and they plan out how to change our way of life -- for the better if you are part of the 1%, and for the worse if you are part of the 99%. This isn't all about "Crazy Cathy". She is a tool of the neoconservative agenda!

    1. There may be some truth to that. If she is falling in line with other GOP governors then she is a one-term governor. Also keep this in the back of your head, Martinez once upon a time was a democrat and changed parties to unseat a corrupt D.A. You would think she would at least be a centrist or that's what Susana would want you to believe come election time. Martinez has earned the reputation of hating public employees though her actions and inaction.

    2. Of course she is. She is trying to break the unions here the same as republican governors in other states. Contract negotiations are at a stand still so they are trying to do all they can in small ways to break it down. Example no flex time and mandatory one hour lunches.

    3. This hits the nail on the head. Mandatory one-hour lunch hours??? I can tell you what was NOT considered with this brilliant decision.

      1. Working moms (there are a few of us in DOH) now spending more money on daycare and less time with our children. I guess that makes working families the real job creators.

      2. Employees without the money to go to a restaurant for lunch every day, so after microwaving and eating our $1 Lean Cuisine, we get to spend the last half hour or our mandatory 1-hour lunch bored and longing for time with our children or just giving up and going back to work, thereby giving the Department an extra half-hour of human capital. That's what we call SHARE-ing.

      3. Or we could use that last 30 minutes of our new lunch hour thinking about how to covertly get even with the Department without getting caught. Imagine the waste we can create with that!

      There is only one real motive here. Make the workplace so miserable that people will leave. PERA situation solved! Union (also mandatory) toothless and quivering in fear! Position savings in the millions (will look good at re-election time)! Which brings up a curious question - How come in the program where I work, it takes 6-8 months to fill a single position, yet the reorganization spectacle fills positions overnight? It is a travesty, and no one can stop it.

      Cathy may be crazy and personality-disordered, but you better believe she follows the directives of Susana. It's really very sad. Larry Barker, you are missing the real story on this one. The real state employee waste is truly found in the micro-management posing as leadership that demoralizes state employees, insuring mediocrity or less.

      The accreditation should go smoothly, don't you think? I believe we have Turned the Curve on this one.

    4. One need only consult the record laid out here (this site) to see the liability Torres has become for the Governor. Martinez should note the bad press associated w/ Madame Secretary started with her appointment. The drum beat hasn't stopped. Torres is a loose cannon and will brand the administration for prosperity for their ineptitude and lack of interest in the public health and the commonwealth's welfare. DOH nation needs to add our voice to the outrage bubbling on the wire right now. Make an informed and serious comment to the local media outlets. Here is an opportunity for direct action aimed at stopping the breakdown of an important and essential public good the NMDOH has been know provide.

  16. Dr Bouquin's presence at multi-agency meetings was viewed favorably by other attendees. She brought hope that there was perhaps some humanity left at DOH. Secretary Torres probably got wind of it. Dr. Bouquin's star shined bright and Secretary Torres decided to extinguish it. End of story.

  18. I'm a contractor for the State of New Mexico and I get to hear all the horror stories in state Government. It sounds like the worse top two departments to work at with the highest turn over rates are NM Department of Health and New Mexico Economic Department.

    1. No by far the worse department in NM to work in is mine- Department of Higher Education Department, our Secretary and Deputy Secretary do not have a clue. We are getting sued by Santa Fe CC for a bad ruling our department did plus every college in the state wants to vote to give a vote of no confidence to our Secretary.

    2. My vote is that the New Mexico Economic Development Dept EDD is the state's most unfavorable place to work, my sister works there and the stories she tells me makes my job at DOH look like a vacation. So I must have some luck.

  19. Dr Bouquin was fired because she wasn't meeting the "expectations of the governor." Yet the Governor knew nothing about it. If Dr Bouquin was a classified employee she needed to be meeting the needs of the department. What can we expect from a corrupt Secretary Torres? Her lies are starting to catch up with her.

  21. What's happened? Have you given up on trying to get the evil out of DOH? There isn't any new information but there is a lot going on. Maybe the focus should turn some from Crazy Cathy to Bad Brad. Any employees that deal with him are scared of losing their job, especially in the Runnels Building. Ask and see if they will talk. He is setting Crazy Cathy up to talk a fall and he will slide right into her position. His ties to Keith Gardner re strong and Gov. Martinez is letting him make the call. There is some illegal things taking place in DOH right now and Bad Brad is at the center of it.
