Was Former Cabinet Secretary Dr. Catherine Torres Fired or Did She (in)voluntarily Resign?



Having escorted out many good employees Dr. Torres has the same done to her.
I can’t remember the last time someone was actually fired from an appointee position in any branch of government; they always resign.  No matter the circumstances the person in question resigns.  How Dr. Catherine Torres left is of little consequence to me because at the conclusion the outcome is what all of the New Mexico Department of Health desperately needed and wanted. 
After today’s post we are not going to be devoting much attention to Dr. Torres unless some new transgressions come to light.   We will be devoting our attention to cleaning up DOH, taking out the trash and making the department well again.  We need to celebrate our successes and analyze our failures so we can do better.  Everyone has a stake in DOH’s success and needs to be more vocal

Our last post about Torres’ resignation had been half-written for several months.  The writing was on the wall.   Many members of DOH Nation also saw the writing.   What many do not know was that the final decisions for Torres’ departure were made Friday September 28th and not during the weekend.  We obtained following account from many sources via email and the BARF tip hotline.

On Friday, Dr. Torres was called over to Governor Susana Martinez’ office.  Upon her return, someone was waiting in the parking lot for her.  Dr. Torres was escorted to her office (fortress of solitude) where she gathered her personal effects.  Once Dr. Torres was done, she was then escorted from the building.

I have never seen someone voluntarily given two weeks’ notice and then escorted from the building.  It would appear governor Martinez asked for her resignation and Torres complied.  After all, who would want headlines in the press that you were fired?  Resigned sounds nicer. Citing the need to spend more time with family is the usual reason.  Not having a job certainly would cause you to spend more time with family so in a way that is true.

There is the truth.  Our focus will be shifting here on the site.  We hope to bring some more positive posts about DOH's transition.  With that said, we also keep track of those items that hampers improvement at the department. Continue you to do good DOH Nation because the people of New Mexico depends on you.

    1. Do contracts not flow through Bernice Gonzalez shop? Talk in the Runnels is that she was getting PO's & Contracts through for Torres, not quit so ethically, and in return getting promotions and raises. I think the State Auditor's office should look at these contracts and other procurement violations to see if something truly was done wrong. We know she is a very crooked character. Did you get your boxes to Records and Archives that you were stressed out about Ms. B. Just curious.

    2. I think the media should explore WHY she was fired - because our criticism of her is different that the governor's. Obviously, Torres was going to compromise the governor politically - what was the specific reason the governor fired her? - that is what needs to be investigated because we know there is more dirt that needs to be exposed!

  4. I think 5 or 6 of Gov. Martinez "selected team" with the title of Cab. Secretary have resigned or been fired in the last 12-16 months. The next Secretary should be CYFD.

  10. She was very fond of escorting people out of the Runnels Building as long as she had Lurch (Jim Green) behind her. The two of them got a kick out of this, you could see it on their faces. Just shows, "You get what you put into life, and people get what they deserve." Bet she wasn't grinning when this happened to her, and I'm sure Jim Green won't be when his turn comes up.

Ya people are giddy but they are watching you on the 4th floor your reactions and you will be next. All I'm going to do is sit back and watch raises and promotions happen when we get shit.     1. We can proceed with cautious optimism. Change is hard. Best thing is to make sure that you are doing the right things and making the right decisions everyday. Don't allow others to not make the right choices. Don't let things slide. Speak up! Hold one another accountable.

      Why is this website here? We are holding management, our peers and even ourselves accountable.

      Integrity is doing the right thing even when no one is watching.

      People are energized. That's a good thing. It has already shown in our work in many cases. Everyone does better work when they are happy. There is hope now when we had none.

      It is nice waking up in the morning and wanting to go to work again.

    1. This information that you have should also be shared with State Auditor Balderas. I think that Torres, McGrath, and Bernice Gonzales were all in it to get contracts passed through legally or illegally. Our Contracts Bureau needs a Full audit. If you fear for your jobs, which I wouldn't blame you, maybe Joey Peters can pass this info to the State Auditor's office.

    I know members of the media do regularly read through our site, including the comments. A few times a week I get emails from reporters asking what a commenter meant or simply wants clarification or back story on a comment. I don't always know the full back story. If you want to put some info out into the world through comments, it may be advantagous to send me an email with more info. I can always take info directly to the press on your behalf. My address book is full of some good contacts.

    If you have something that requires a bit of research, print media is usually your best bet because they usually do all the leg work. Joey at SFR is great at research and can uncover a story. Once it hits print the TV stations pick it up. The TV media is all about the now. They focus on stuff they can break right away so usually the print media does all the work.

    1. Someone needs to look into the new psychiatric czar Dr. Babak Mirin who's getting all the contracts at the DOH facilities. He's got connections somewhere up high and had employees fired at SATC without cause for disagreeing with him, particularly strong and capable women. He's very dangerous.

      Not shocked that Keith Gardner (Gov Martinez' chief of staff who is from Roswell) managed throw a few fat contracts in the direction of one of his Roswell buddies! This is disgusting!

      Brad McGrath is also from Roswell and was Gardner's choice to be deputy secretary. From the audio tape that was in the news Keith also offered to find Brian Powell (of Roswell)and his his wife state jobs. Won't happen now sice Powell recorded the conversation. Even said he hired his friend Aimee Barabe according to the tapes.

      Seems to be many advantages to being a friend of Keith Gardner. Keith, do you have room for one more friend? On second thought I have morals and values so it wouldn't work out.

    2. How can Dr. Mirin be investigated by the Attorney General for fraud, have all Medicaid funding cut off and still have contracts with facilities for $2,000 a day? Isn't it a conflict for the state to investigate and still do business with a crooked man? What's up with an RFP awarded to New Mexico Psychiatric Services but the actual contract being with another company of Dr. Mirin's called Healing Garden Medical? Sounds fishy to me!

  22. Would you be surprised to know that Keith's friends from Roswell make ALOT of money at SATC? Joey, check it out. I heard its $2000 a day. Also check to see if any are child psychs. Tax payers are paying major bucks for a 36 bed facility. What happened to the psych that used to there? Bet he didn't make 2k a day. But then he isn't from Roswell and got his MD from Yale, not from some other country.

  24. I read yesterday's Albuquerque Journal article by Joline Gutierrez Krueger. It is a well writen and well worded article that tells it exactly as we DOH employees experienced it. It's a shame that there were more victims than just the DOH staff. Picking on Autistic children and terminally ill people is even more cowardly than picking on DOH employees. Thank God this fool Torres is gone. Lets hope that in 18 months we are not being featured on the Albuquerque Journal front page when Brad McGrath is dismissed. It's getting a little embarassing.

    1. Not giving up at all. I am on the record here on the site and in the media that Bradley is no friend of mine. Bradley and Keith Gardner are corrupt people who kick lucrative contracts to their friends. We will continue to fight! We have a lot of info to parse through so we can get it to the public. SATC is a big issue as well as Dr. Babak Mirin, ASD and HR. Everything about these issues is dirty and we will get to the bottom of it. The fight has only begun.

      The e-mail that Brad sent out this week was very good PR on his part. He makes it sound as though he is the Lone Ranger coming to our rescue. That in itself is deceiving. As for people like Mulligan and Bernice, I agree, they are scum that owe their success, if that's what you want to call it, to Duffy Rodriguez thinking they actually have intelligence when what they have is lack of integrity. Teresa will do what she has to do to hold on to authority, call it lack of self esteem. It's all she has. As for Ty, I don't know him well enough other than to say he is a young man wanting to move up the career ladder and obviously he will do whatever he has to, whether it is honest or not. The one that shocks me is Eileen. She puts on a good persona of I'm just here to do my job. But, one has to remember she is from Albino Martinez country and will stab anyone in the back to get on top of the mountain. I worked for Albino for a few years and he was as crooked as they come. He once came in to work on a monday with a black eye. I asked what happened and he said he was wrestling with his kid. Turns out he was beating his wife's ass. Don't believe me, look it up on nmcourts.com. Yet, he retired from Miners Cofalx Hospital with a $6200 + PERA pension. Could it be this is her role model. Anything I can do to help this website bring these people to justice, I will do. I as well as many others combined helped take Torres out, no bull, as DOH Crisis thanked me in a text.     I have been retired since January 1st, but it looks like Sec. Martinez did plenty of damage before getting the heave ho.

  32. Johnathan, has any progress been made in finding out how certain people got raises and reclassifications without positions being posted? I was at the Runnels last week and after being gone for a while, the abuse and atrocious behavior from the Circle of Trash continues. Here's a scary thought for you, there is talk that Mike Mulligan may be the ASD Director soon should the current one retire at the end of the year. Talk about regression. I guess the more things change the more they stay the same. Don't let this issue die, please.

    1. Still working on it. Everyone needs to be vigilant and report happenings here because it is difficult to track appointed reclassifications. We have rules for a reason. State government should be transparent. These reclassifications are a step in the wrong direction. Funny how governor Martinez was so adamant about have state employee salaries posted in the portal. Now the salaries are in the A to Z directory. They should post the date the position was advertised along with the start date if we want true transparency. How many would not have an advertised date?
