Can someone please tell me why a NM State DOH employee who was the owner of the vehicle and a passenger in the accident that killed 2 beautiful young sisters is still employed with the State of NM? Gilbert Mendoza is not only an employee but a supervisor. This is just one example of how the State of NM is failing its citizens.

  2. That was horrible accident and day for the family. There is not a person who will defend Mendoza's or Ruiz' actions and inactions that day. Unfortunately, I don't believe any charges were filed against Gilbert Mendoza or the other passenger. The only legal actions for Mendoza from what happened is a couple of civil cases filed. State of NM can't do much since there were no criminal charges.

    It appears the District Attorney and SFPD deserve the blame for no charges being filed. Disgraceful.

    1. True that, but doesn't it show the character of Mr. Mendoza? Doesn't it show that he is not capapble of making mature responsible decisions let alone manage a program as important as screening caregivers. That alone is reason for termination or demotion!

  6. Secretary Torres takes audits completed by Jim greene's reportees. Fraud and suspected fraud identified by OIA staff. NOTHING done. Contract providers get wealthy while Torres turns her back. DDSD BIGGEST fraud base. Asked to see all audits conducted by OIA for providers receiving DDSD funds. The director appointed won't tell that's why she's there. She plays servent well. Beware NM, Jackson law suit is nothing compared to what is going to happen when incompetency explodes at DDSD and DOH

    2. I am a former employee of DDSD. I was fired for pointing out these abuses. I cooperated with the FBI and OIG regarding abuses. I quit. I received a letter from the DDSD Director at my home over a week later telling me I was not allowed to quit. All out of spite because I cooperated with the authorities. The termination letter is wrought with lies and liars. I have documentation that I would like for you all to post on this website. I want New Mexican citizens to pay close attention to the names in this termination letter. I will hold a press conference share my documentation to rebut the lies and liars in this termination letter. Oh and get this - they are going to fight my unemployment. I have a sweet surprise for them.

The surprise I have is that I am going to let the public decide if "rolling my eyes" and other untruths is bullying. Seriously, the amount of information that I have....     7. Anonymous: A high volume of questionable dismissals may be taxing the NMDOH. Know the State has outsourced out of state law firms to fight fired NMDOH employees seeking unemployment insurance. The general counsel tab and effort already aimed at undermining staff at DOH, evidently is not enough. Lawyer up my friend.

SunshinePortal budget numbers for first half of FY12 were finially posted this evening (funny they waited until after the session) and show DoH is on track to underfund staffing by 25-30 million dollars for FY12. Go to Budget,http://sunshineportalnm.com/sample/#section=BudgetsExpenditures, Executive, D. Health, Program area 2 - Public Health, Personal Services and EE Benefits, multiple Expenditures by 2 and substract that from Adjusted Budget, get $7.6 million dollars that will be returned to General Fund. I get about $3.8 million for Epi, etc. When I did the whole exercise with November's numbers I got $27 million dollars of unspent personal services and ee benefits left over, to be returned to the general fund, which is not much different with the new numbers. That comes to about $8,400 per remaining employee.

  9. If I understand correctly, DOH PIO was quitting weeks ago. Yet yesterday's news was released by same PIO about 32 dogs in Carlsbad having to be put down because of rabies. A quick look up on the Sunshineportalnm showed her as an employee and with a higher salary than before. If this really is the case it is favoritisms in the worst way at the worst time -- deserving professionals throughout the department are seeking (and finding) other jobs after suffering intolerable authoritarian management, too much work to succeed and sinking economic viability (no increase in structural compensation in five years -- SPO reports indicate NM is 23% behind competitive market salaries, http://www.spo.state.nm.us/uploads/FileLinks/53d55db00cb94925b740ffb870c71b0c/2011CompensationReport_3.pdf). No pay increases for 8 years, and call it what you like, but it is a retirement tax, 1.5% and 1.75% hits on income, leave every staff worse off -- unofficial austerity measures. In the face of the Department returning $25,000,000 unspent monies to the general fund (reversions), for lack of hiring and compensating, it is a sign of the intent of the executives and incompetence in addressing the public health of the state's citizens by inducing an implosion of what were mostly functioning units. Then to resort to favoritism in the desperate days of implosion reeks of junior high bully tactics when advocacy, vision and true leader ship are needed. If doubtful, then why did the number of rabies cases increase from a few in the last quarter to 32 now rather than decrease since DOH was aware of the problem -- were local animal control fired to save money. This could go really badly for everyone because of the imploding DOH (because of the imploding agenda of the Sec., the Gov. and her national party's agendas).

    Health Worker is right on. So far no one has made any threats and if they have Johnathan has kept them off this site. DOH Nation's and this site's goal is to save the DOH and protect the citizens of NM. Clearly, the current management team is bad for the DOH and the citizens of NM. We are about exposing corruption, abuse, retaliation, and other wrong doings. We need keep this blog going until changes are made.

    The word coming down from disgruntled managers is that Torres and her henchmen are baiting us into making threats. Let us not fall for their trap. They wished we would be quiet and we have not submitted, so now it is time for them to look for a legal way to deprive us of our first Amendment Rights. Be cool we will get there.

    Johnathan, weak people will threaten when cornered, Torres and staff are now getting in the delirious state. Green has looked the most happy his ugly mug can possibly look in the last few days, that itself is a sign of delirium. They are slowly being broken down. If they get out of hand the mention of an Attorney will put them in check. They are like 0 for 100 in lawsuits. Keep fighting the good fight. I look forward to Monday. Someone should look into that "new SPO recruitment system" - seems there are a few glitches SPO needs to work out.

    Daniel Jacobs is nothing but a bottom feeder sucker fish at the bottom of a pond. He is a left over relic of the Richardson administration. His ex-wife was a big ol' Exempt flunky under Richardson, thus that's how we got stuck with this guy at DOH. Him and Mike Mulligan sure thought they were the big men on campus until the scum of Torres and Green took over and punished the both of them. See, now Mike makes his $96k a year sitting in the corner of the ASD Director's office writing policies all day and Daniel Jacobs sits in the corner of OGC certifing that the nurses at the facilities are HIPPA compliant and wear the right kind of underwear. Guess the jokes on us taxpayers paying these two clowns what we do for doing nothing. Actually, the jokes on them , look at them at break time talking to themselves. They both lost their old ladies and not being in charge, probably their stinky girlfriends, some of who are still at Runnels, oh well there is always rosy palm and her five sisters, lol. Smitty, next time Jacobs acts stupid remember that, it will bring a smile to your face. P.S. Daniel, was it worth it doing all the illegal hiring practices for Mike and Duffy? Same question for you Teresa, can't believe someone actually did you, yuck. :(

  26. Sorry guys but I think you have Daniel labeled all wrong, he's the one that has been demeaned and made to feel worthless at the lowest time of his life. From and HR Director to sitting in a cubicle archiving files, how much more demeaning is that? He wasn't the only person making the decision, but was the only person punished for it. Honestly, he doesn't deserve to be slandered. He's a good guy that has been detailed to a job that he has had to learn when his heart is in HR. In knowing Daniel, he wouldn't stoop to the level of being a spy for someone he despises so much. Focus on the real issue here and that's the bullying and abuse of power from the mean momma and her worthless side kick.

It wasn't just Daniel Jacobs; there was a "circle"; but most of them are gone or looking for other jobs; just because it wasn't only one person does not make that one person's actions ok; real people and programs have been hurt; people in power could have stopped it but they chose not to; if BH, JP, GK, AW, or AH "jumped off the 4th floor", would DJ follow? Or would he turn around, remember his Teamster roots, find his intergrity, take a stand and do the right thing? I believed and trusted him once and that was my mistake.

      Smitty, you are semi right, "The Circle" has mellowed slightly, but they still know how to play the game by being spys and kissing Torres and Greens butt. Bernice and Ivy have lost some of their influence and power, but are still not to be trusted. Ask Arnold and Alan, poor guys, just trying to make an honest living. Ever since the story came out about Teresa and the storage closet, she has not been seen wadling down the halls as much. In fact there is a rumor she may be heading to State personnel. Keep your fingers crossed. Her loyal staff that has been there a while defend her honor, could it be the in-bands she got them while Duffy was still there? Amanda, Loretta, Mario? Eventually Bernice, Ivy, and those that have been mean and nasty with good people will end up in the corner like the Jacobs and Mulligans have. It's just sad that they get away with so much evil before that happens.

  29. I'm glad to see the ongoing discussion about VACANCIES. That's the #1 thing that's hindering the health of all New Mexicans.

    NMDOH is the biggest state agency, with 3990 positions. There are only 11 exempt positions, and it's scary that several Division Directors remain vacant after 1+ years. But really, the biggest damage is done by not filling classified positions.



    NMDOH has TWICE as many employees as CYFD, DOT or HSD.

    Click on employees, then classified, then download the Excel file. If you sort, you'll see that positions #3169 to 3983 are vacant.

    Quick math:
    3,983 classified employees
    815 vacancies
    20.46% vacancy rate

    It's only getting worse. It was only 19% in December.

    1. Additionally, positions being filled are most often below poverty levels of pay. In March, 38% of the 79 jobs finally filled were below $20,000 a year salary. Seriously. This is 2012 and the DoH is paying poverty wages, criminal. Why, save money, for what, tax breaks for the wealthy and big business. How much? Sunshine portal number indicate DoH will revert on the order ot $52 million. Amoung the largest executive controlled agencies reversions are looking like $100 million. I bet legislators are not aware. I know news media won't touch the issue. The union is powerless. Yet New Mexicans are not being served by the drown-in-the-bath-tub approach to governace, clearly being acted out at DoH. 20% vacancies, poverty wages, micro-managed to the point of unrepairable disfunction.

  30. Sorry guys. You missed the mark about Daniel Jacobs and Mike Mulligan. Both have long been VERY competent and hard working NMDOH employees. They've both looked out for us employees AND for our programs/clients.

    Both got demoted for daring to disagree with Dr Torres. Both are talents whose skills are wasted due to their demotions.

    There's no way they're spies. They're among the few to stand up to the new leadership!! Look at the punishment they got as a result!!!

    Hopefully they'll both outlast the Secretary and get their real jobs back. We need their smarts!!!

      Daniel Jacobs was demoted while I was in the grievance process with Dr. Torres. He had advised her to drop her case against me. For myself, he did his best against her. I appreciate what he did.

      What I'd like Dr. Torres to explain is why he was moved to a clerk function archiving medical records at the same salary? How does she explain that cost saving move?

    Mike Mulligan didn't stand up to anyone. He was busted for creating a hostile work environment in the Grants Management Bureau on two separate occasions. He's no hero, just a cheating heel we all know him to be.

  32. Imagine this, you have some really good workers who are not properly classified, you work for a year and some months on paperwork to properly classify them. You then get a desk audit from State Personnel who agrees that they are improperly classified. Your paperwork is then approved to move them from $14.00/hr to maybe %15.50/hr., this paperwork sits in HR for a couple of months awaiting Deputy Secretary Rodrigues or ASD/Deputy Director Mulligan's signature to make it official. Only problem is neither one wants to sign it. You eventually lose these good employees, but yet other people within ASD are getting pay raises and upgrades, what do you call this, Bullshit. Yep, really stand up people. Secretary Torres, what happened with the ASD desk audits, I thought everyone at DOH would get one. Nice way to introduce yourself to your new staff. I wonder why you are so loved?

    The Medical Advisory Board had its mandatory 6 month meeting Wednesday. I learned at the meeting that my recommended indications from the October, 2011 meeting, had been denied. Of course, Secretary Torres failed to notify me, the petitioner, So I am considering April 18 as my official day of notification.

    I let Chris Woodward know he and Torres can expect my petition for writ of certiorari within 30 days. See you in court soon Catherine.

    The Medical Advisory Board was also considering drafting a letter to AG Holder and the DEA requesting removal of cannabis from Schedule I. Torres, Via Chris, (or perhaps more directly, I was only there during the Public Hearing) told them that they would be in violation of some sort of law against lobbying if they represented themselves as affiliated in any way with the Medical Advisory Board or DOH in any way, and he threatened them with legal repercussions if they violated the "Will Of Torres". How dare you supress a Fundamental Right like "Free Speech"? The same law Chris cited to restrict freedom of speech to the Medical Advisory Board members, also says it is illegal for them not to disclose their position if they write as "individuals".

    Really? Violating First Amendment, Freedom of Speech issues is not a wise choice. I hate those those "damned if you do, damned if if you don't situations. It seems like this would demand a "strict scrutiny analysis".

    "Evil" Woman that Catherine Torres (my words, please do not attribute to any employees of DOH Catherine). By "evil" I define that by you denying a safe effective medication to the sick and suffering, and allowing our citizens to die needlessly.     Given your blatant disregard for the health, safety, and welfare of our citizens, I'm surprised you haven't had any complaints made against your medical license for gross negligence (Hmmm?).

    3. I know things seem hopeless and depressing. Don't give up. If you give up, they win. If you silence your voice they win. Torres and her misfits changed the rules. We responded and we have the website.

      Several members of the media do monitor the website and often email in for clarification of items on the website. Torres and her staff as does the Governor's staff monitor this website.

      I promise you when this comes to an end, it will end in a big way. Torres knows this too. Why else would she take the actions she has so far?

      Stay strong. Don't give up. It is hard to believe that she is on the ropes at this point. None of us get to have the awkward conversations with the Governor or her chief of staff like Torres does on a nearly weekly basis.

      At this point, nearly everyone is in the cross-hairs. The problem with sighting a target is you never know what is happening around you.

When Catherine Torres left her last medical practice position at Rio Grande Medical Group in Las Cruces to become Secretary, she left approximately 200 medical records incomplete and undocumented. she refused to complete these records and RGMG was forced to engage an attorney to pressure her to complete these patient records.

I bet the negligence charge that RGMG's attorneys leveled at her was an eye opener. The woman is pathetic! Yet she is responsible for providing health care to New Mexico's neediest, God help them.

I think the issue is finding out who has a D,R or I by their name. Wait until the national media finds out about the people being burned at the stake because of political affiliation.

  41. Dr. Linda Gorgos the PHD Infectious Disease Medical Director and the one who was responsible for much of the Medical cannabis application review. Has been driven away from DOH is will be an incredible loss.

    Dr. Gorgos was also another competent and caring employee leaving DOH.. Torres hates that in a doctor or any caregiver. She was also another person that would have been a better choice than Crazy Cathy for Secretary NM NMDOH.

  46. Does anyone know whats going on with the state run facilities? I heard from an employee of New Mexico Rehabilitation Center that there is a power struggle going on with Bradly and the person who is currently in charge. They are losing many nurses who have worked there for a long time. Now I am not sure if I should apply, then I was referred to this website?

  47. Why has the doh contracted with a firm if psychiatrists who have a wrongful death suit and sanctions for negligent prescribing? Just wondering while no one is watching this one?

    1. The psychiatrists are from Roswell, the same place Keith Gardner and Bradley are from. They travel to Albuquerque to practice at SATC. I guess their reputations down south are in a shambles. Neither specializes in adolescents. Good thing education and professional experience don't matter in this administration.

  48. Yes, these psychiatrists are being paid $750,000 per year to serve a small patient population. One of them is targeting employees then having Anita Westbrook fire them with trumped up accusations. She doesn't seem to know better!

    1. Because Anita doesn't care about staff concerns and won't legitimize the concerns. Fortunately, licensing substantiated all of the concerns and issued directed actions accordingly.
